City Ordinance
Alarm Ordinance Number 17-10008 establishes the processes and procedures regarding burglar alarm system registration and false alarm administration.
How to Obtain a Permit
The permit fee for alarm owners is $30.00 for residential and $100.00 for commercial.
- Monitored systems
Your alarm company is required to collect the alarm permit fee and obtain the alarm permit on the Alarm Registration and False Alarm Management (ARFAM) website. Do not remit a payment to the City of East St. Louis for alarm registration if you have a monitored alarm system. - Unmonitored systems
Download and complete the registration form and mail with payment.
How to Pay a Fine
Payment of a false alarm fine can be made online or through US Mail. To view the current false alarm fines schedule, go here.
Online:
Visa, MasterCard, or AmEx.
By Mail:
Mail a check, money order, or cashier's check payable to CITY OF EAST SAINT LOUIS - ARFAM and include your permit number on the check.
If you received a payment notice, return the payment coupon along with your payment to:

Note: A $25 fee is charged for each returned check and any related late fees will be added to your permit balance.
How to Appeal a Fine
- Submit payment of your false alarm fine and include your written appeal.
All fines must be paid by the due date on the invoice for appeals to be considered. Paid fines will be refunded if an appeal is approved. - Written appeals must include:
- Permit holder name
- Permit number
- Transaction number of false alarm fine
- Reason for appeal (see ordinance for valid reasons)
- Mail the correspondence to:

You will received written notice of the appeal resolution within 14 days.
Permit Suspension
The City of East Saint Louis does not grant payment extensions for permit registration fees or false alarm fines.
Your permit may be suspended for:
- Excessive false alarms
- Unpaid registration fees - (Permit renewals must be received with 15 days of the renewal date.)
- Unpaid false alarm fines - (Payments must be received within 15 days of the false alarm occurrence.)

Transferring Permits / Changing Alarm Companies
Alarm permits are not transferable. A new alarm permit must be obtained by the new alarm company.
